For post (A), applicants should possess a good Bachelor's degree or above in Accounting, Finance or Business Administration; a professional accounting designation (CPA, CMA, ACCA, CA or equivalent); at least 15 years' relevant work experience, of which at least 8 years' post-qualification experience at managerial level in financial management / control; solid experience in China operations; analytical and logical thinking; very good quality writing skills (for both Chinese and English materials), as well as proficiency in spoken English and Chinese (including Putonghua); effective communication skills, strong leadership skills, mature character and qualities of a good team player; the ability to motivate and lead staff to align with the organization's mission, vision and objectives and act as a role model and inspire, support and coach staff on planning and managing the process of change. Knowledge of other areas of finance operation such as annual accounts preparation, treasury management, taxation and other requirements for operations in the Mainland will be an added advantage. Reporting to the Director of Finance, the Assistant Director of Finance is a key position in the University's finance function and will be responsible for leading one or more operational units; formulating financial policies and procedures to implement and enhance the internal controls of the PRC offices and the University; statutory compliance and tax reporting; preparation of quality financial reports and management accounts, business performance analysis, cash flow, budgeting and forecasting; liaising with PRC tax bureau, bankers and auditors; and implementation of accounting system. Applicants with less experience may be considered for appointment as Senior Finance Manager. For post (B), applicants should possess a recognized degree and preferably with a professional qualification in procurement; at least 4 years' solid and relevant experience in procurement and a very good understanding of procurement, preferably in the public sector or a sizeable organization. They should have a good command of both written and spoken English and Chinese, and proficiency in computer applications. They should also be self-motivated with vision on effective procurement; be able to perform tasks requiring considerable independent analysis and evaluation; pursue continuous process improvement through application of innovation and technology; have strong communication, presentation and problem-solving skills, good interpersonal and leadership ability to work effectively with all levels of staff and suppliers. Those with experience in the use of the ERP procurement related system will have an advantage. The appointee will be responsible for designing and developing an effective procurement and sourcing strategies; reviewing and implementing policies and procedures on procurement to ensure effective use of the University's resources in a governed manner; managing the procurement of equipment, goods and services of the University; managing the purchasing and support team to provide professional support for the end-to-end procurement process; contributing as a key user in the development and enhancement of the Purchasing System; and performing other duties as assigned by the supervisor. For post (C), applicants should possess a recognized Higher Diploma or above in the relevant field with 5 passes in HKCEE including English (min. Grade C if Syllabus A / Level 2 from 2007), OR min. Level 2 or equivalent in 5 subjects in HKDSEE including English Language; and at least 6 years' experience in procurement or equivalent. They should have a good command of written and spoken English and Chinese, and proficiency in MS Word, Excel and Chinese word processing. Knowledge of Putonghua is an advantage. They should also be mature and have the ability to work independently with self-motivation. Those with work experience in tertiary institutions/large organizations and knowledge of the usage of Oracle Financials system will have an advantage. The appointee will be responsible for processing purchase orders and tenders; performing compliance check on tendering and ordering processes; sourcing products and services; carrying out contract and vendor management; performing costing and pricing analysis; supervising junior staff and carrying out other clerical support. A highly competitive salary commensurate with qualifications and experience will be offered, in addition to annual leave and medical benefits. The appointments will attract a contract-end gratuity and University contribution to a retirement benefits scheme, totalling up to 15% of basic salary for post (A), and 10% of basic salary for posts (B) and (C).
